During operations management sometimes encounter a set of circumstances which are identified as a weakness, a threat or an opportunity. However, management may not at all times have time to, or the knowledge or experience to accurately investigate the circumstances.

In addition, management may on purpose decide to employ the services of an outside agency to investigate, as such an agency are not involved in the day to day running of the company, and may be in a better position to identify opportunities and weaknesses.

In addition, due to the exposure such agency has to other companies, similar circumstances may have been encountered elsewhere, which assists in giving accurate and logical advise.
